well now, you stated the main item. Commercial game.
non-commercial use, FMOD is free:

As to the other part, I gave the reference to that website because there are
many knowledgable folks on their forums doing exactly what your doing with
the SDL. I would love to be able to help you, but I have yet to get to
it... funny thing is, the engine I am expecting to use for an MMO game I am
working on uses exactly the stuff we are talking about right now... I just
haven't gotten to using it yet. :(
I took a cursory look at your design doc, just to see what you have done,
but I do intend to view it a bit more.
