In fact, when building a new computer, I put MY money
into memory (as much as I can get) before a faster
CPU (a system with a moderate-speed CPU with a lot
of memory will out-perform a one with a high-speed
CPU which is constantly swapping memory between
RAM and swap space (i.e. "thrashing")).
