WOW!  That brings back memories.  Over 10 years ago there used to be an 
online dial-up service started by CompuServe called "WOW!" that had a 
proprietary version of IE wrapped inside of a yellow colored full-screen 
application.  I'm surprised another company is using the same name now:

Okay, back on topic.  While WOW! seems to have reasonable rates for 
service, especially if you bundle.  Unfortunately I'm not looking for a 
bundle as I don't really have use for a land-line phone or cable TV. 
WOW! doesn't appear to offer a static IP address outside of a business 
plan and their terms of service prohibit running servers for certain 
critical services:

"Without limiting the generality of the foregoing, and except as 
otherwise specifically provided in a written agreement between Customer 
and WOW!, the Service is for personal and non-commercial use only and 
Customer agrees not to use the Service for operation as an Internet 
service provider, a server site for ftp, telnet, rlogin, e-mail hosting, 
"web hosting" or other similar applications, for any business 
enterprise, or as an end-point on a local area network or wide area 
network."
