I recently tried to get one of my dozen different softmodems to work
on Ubuntu Feisty reliably. I failed. Ubuntu will not include any
closed drivers so manual compilation was necessary (and difficult).
Maybe Suse is better. There is a database link on the following page
which can tell you what is possible:
http://132.68.73.235/linmodems/index.html#linmodems
If you have a softmodem to test, run the scanmodem script that is
available at that site. If you can't figure out the reports then send
it to their mailing list. Subscription info is at
http://www.linmodems.org
External serial-port controller-based modems are more expensive but
any idiot can install one.
