Well, it depends. I assume you mean that the cell provider would be the ISP,
right? You'd be downloading data over the cell signal?
Different companies have different data plans, and different phones have
different speeds they can download at. None of them can match cable or
fast DSL, but decent speeds (much better than dialup) are possible. They
can cost, though.
Now, apparently you also want to be able to hook up a laptop to the phone
and essentially use the phone as a 'modem' for the laptop? This can be done,
and there are several phones that do so, though I don't have experience with
that.
Palm handhelds work with Linux nicely, the support is quite mature. I don't
use my Treo 650 with Windows at all. But Verizon, my carrier, disables "DUN"
(Dial Up Networking) on its phones, and their data plans are pricey, so I
don't do that. (I actually do the reverse, and my Linux box lets my Treo hook
up via Bluetooth and get on the net when I'm at home.) There are hacks to enable
DUN, and other carriers don't disable that (I think Sprint and AT&T?)
Maybe that'll be of some use...
