"Dangerous" because of other people is still dangerous.  I can control
me, I cannot control them.

I have no doubt this will be the case.  We might even see the return of
the moped.  Frankly for short trips within the city that do not require
cargo space, a scooter or moped is fine.  IN THE SUMMER!!

We have this season called "winter", and even if it don't snow like no
tomorrow we get cold, and freezing rain, and cold, and sleet, and cold. 
You get the idea, cold.  Cold + Scooter = Fugetaboutit.
