Then we understand differently. I understand that the USA did not get
much oil from Iraq, but I believed that to be different globally. I
could be wrong, since I really wasn't paying close attention.
As to replacing Iraq's contribution by ramping up production
elsewhere: certainly! The lack of supply drove the prices higher,
encouraging other supply sources to ramp up production.
First, supply drops, then prices raise, then production ramps up.
Production does not ramp up "just because". (or does it?)

No idea what "kit cars" you are referring to, but scooters just flat
out ain't safe for any real driving. I'm talking 90-120 minutes per
day at speed limits mostly in the 50-70 MPH range.
