hello Gib!Thanks for asking - there are plenty of such tools.I recently gave 3 talks in the last 12 months @SEMCO on related troubleshooting tools.Here is a list of open source tools that I have used to sometimes sniff (pun intended) issues and also optimize things (or point out snafus to embarassed network GUI clickers).....
   
   - bmon - a bandwidth monitoring tool, very simpel to understand display
   - dig - help with DNS
   - ethtool - usually already found on most *nix boxes, I use it to discern NIC properties
   - iftop - simialrly oriented to bmon above - for bandwith usage
   - arpwatch -helps look at the arp cache and stuff
   - ip - again usually already bundled with many Linux OS and can be easily built
   - iperf3 - used this at work to try and figure out how much we can push and challenge service providers on many aspects of the traffic
   - ncat - a better netcat
   - netperf - simialr to iperf
   - ss - socket level stuff
   - tcpdump - very very handy and finally
   - wireshark - just be careful using this....but loads of down to earth packet level stuff

Time to re-participate with SEMCO! :-) (had to plug that in), once this WFH / corona virus dies down....
