It appears that I can use kde window manager as a workaround.

I had hoped to avoid kde4 heaviness (plasma, ...) in favor of xfce4,
but either xfce4 or openSuSE may be broken.

I discovered that
  o after init 3; xinit -- /etc/xinit/xserverrc
o vt7 displayed on graphical screen
    o ctl-alt-{F7,F1} successfully switched back-and-forth
o but no desktop was running
    o executing xfce4-session, displayed a desktop
o but ctl-alt-F7 did not switch back (symptoms unchanged)
  o after init 3; xinit -- /etc/xinit/xserverrc
o vt7 displayed on graphical screen
    o ctl-alt-{F7,F1} successfully switched back-and-forth
o but no desktop was running
o executing startkde, displayed a desktop
    o ctl-alt-{F7,F1} successfully switched back-and-forth
  o using /sbin/yast2 sysconfig to change WINDOWMANAGER=kde4
    o after init 3; init 5
o sleep and resume seem to work
o hibernate (and battery r&r) seems to work

Searching with this additional information, found a reported
xfce4 bug,
https://bugs.launchpad.net/ubuntu/+source/xfce4-power-manager/+bug/1259339
and workaround https://bbs.archlinux.org/viewtopic.php?id=91271 to try,
but I am not hopeful.
