Disclosure: I work for IBM.

If you really want a "forgiving" cloud environment, at a fair price,
SoftLayer(IBM service) might be a good option.

For truly static content, Amazon S3 is competitive; but the full array of
Amazon services would probably be confusing to one still learning, and some
of them can rack up charges quick. Similarly for Azure.

For shared hosting that allows php/perl/mysql, which is what the DreamHost
non-vps service might be after the glitzy sales pitch and initial setup,
FatCow has been OK for me.

A Michigan-based option for vps is LiquidWeb.

Returning to IBM, at a low enough usage level BlueMix is free ... no "free
trial", so far that deal is indefinite.
