[mdlug] Systemd Should Be A Fork -- Why Is It Not?

BSDs traditionally offer a complete operating system (kernel and userspace)
in their source tree, while Linux itself is just the kernel.  Linux
distributions generally build up an independent governance structure
(Debian even has a constitution) to manage their combining of the kernel
and some userspace (whether it be GNU or BusyBox or whatever).  Therefore,
there is a different culture in BSD for how to demonstrate the viability of
changes, and it's hard to say "just make a fork" to what is essentially a
government.
