IIRC, webcam-server was a Java-based program. It worked but it's network
security was non-existent and so it was intentionally limited to localhost
connections only. It hadn't been maintained for years.
ZoneMinder is the most comprehensive webcam server but may be overkill. I
think you can get webcam screenshots with vlc-nox and maybe xawtv.
