It's not crazy to spend $1500 on an NTSC camera with a good lens and good low-light performance.  You could get HD resolution and a digital interface instead in the same price range, but at the cost of image quality.

Good luck, David.  This project sounds like it's gonna suck; I would suggest the path of least resistance.  If that is windows, so be it.
