It's PROBABLY fixable.  Many monitors of that vintage have a
dry-capacitor problem that will cause that symptom.  The high voltage
monitor and/or control circuits have a filter cap that, when open
(dry) can't filter out transients.  Rarely, it's a bad flyback.
