As you may know, I used to repair monitors for a living.  A LOT
depends on what the problems and symptoms are, as well as the brand
and model involved.  You can buy a decent 17-inch CRT monitor used for
under $20, and they are still better than LC displays in some ways.
Often the problem is nothing more than bad solder connections.
