MS is getting sued in Italy for exactly this matter as of right now. 
No, they don't make it easy.  One reason I don't buy appliance computers.

However Mom & Pop usually don't have the acumen to assemble their own
computer.  I understand this.  It should be as easy as one phone call to
a toll free number.  It obviously is not.  And short of twisting their
arms MS is not going to make it easy.  It is not in their interest to do
so. 

How much can you save?  My Lenovo T-61 was $100.00 cheaper with Novel
software than with Microsoft.  That included support.  Not a guess, that
is the change in the price tag when we selected  SLED as the OS.
