I hate to sound like a broken record here, but remember my years of
component-level repair experience.  You have a bad-capacitor problem,
I'm pretty sure...

Look around the CPU socket and RAM sockets for caps that look like the
pictures in this article:

The same problem affects power supplies, even name brands (Antec comes
to mind).  I would either open and examine the PS or substitute a
known-good one of suitable rating).

Even if the caps are of good-quality manufacture, exposure to
excessive heat long-term can cause them to fail early.
