Here are the wallpaper image options in 4.2.  I believe "scaled & cropped" 
or "scaled, keep proportions" would work.

 
  * scaled & cropped
* scaled
* scaled, keep proportions
* centered
* tiled
* center tiled
As for your feelings about distros pushing KDE 4.x too soon, I certainly agree with that!
