Possibly a problem with udev.  I don't know if Suse uses udev but on
Ubuntu I think it controls network devices in addition to everything
else.  I just learned how to write a udev rule to fix a HP scanner
permission problem so now I'm blaming udev for everything.  It's my
new favorite hammer.  :D
