[mdlug] ssh or telnet in kubuntu or apt-get thru proxy?

Hello, I tried configuring xinetd to allow telnet on ubuntu and it's saying I
don't have in.telnetd which I can't find anywhere on the system.   Most of the
advice I find on the net for telnet says to use inetd, which I understand is
obsolete.  

Then I tried to get openssh to work.   It got hung up on not being able to
find libcrypto.  

Now, I'm behind a proxy, so apt-get is not working.   I know there's supposed
to be a way to configure apt-get to go through a proxy, but I tried that too,
and it's not working either.  

I appreciate any ideas.    Thanks, Dean
