If you are using gnome-screensaver, it is in gconf under
/apps/gnome-screensaver.  You run gconf-editor to disable the "idle
activation" field.  I found all this out pretty easily by utilizing
ltrace on gnome-screensaver-preferences.  You should learn how to use
ltrace, strace, and other *trace friends...or systemtap
