The BEST voting system is

1: hand MARKED ballots with candidates names beside the checkbox
  (no punching holes, and no secret decoder books)

2: *NO* automated ballot counting.

3. EVERY voter has proper ID and proof of citizenship.
   (and if you can't be bothered to get that, then nobody
    should be bothered to count your vote).

Read the book "Votescam!" (written by a couple of guys who
graduated from Royal Oak Dondero....and who, for some reason,
were both dead less than 5 years after the book was published).

Every "automated" method of counting votes has been a
ruse to introduce chicanery into the system.
