This doesn't meet the needs of the market.  The public sheeple need to
feel their vote counted but since they'll vote for just about any
popular idiot there needs to be a way to adjust the results to meet
the needs of the elite who know better.  This is much harder to do
with open systems.  This will just turn elections into popularity
contests instead of a proper market test of potential industry and
interest group spokespersons.
