Given that there's nothing actually regulatory being violated simply
because Comcast wants to be a telephone company, the MPSC would probably
laugh it out of the room. That being said, if they are specifically
violating terms of their CLEC charter, their various interconnect and
operating agreements, or state communications laws and regulations,
*then* someone might have cause to file a complaint.
The MPSC website gives a pretty good idea what one should and shouldn't
file a formal complaint for.
