I'm very happy with WordPress. I worked briefly on the group blog,
Debian Package of the Day, and it seems to accommodate a group dynamic
pretty well. But it just sounds to me like you want timed
announcements, which WP would handle very well if you get all your
"list members" on the RSS feed. I don't recall if WP handles e-mailed
submissions well or not. I do know I quit Blogger because it stopped
letting me e-mail posts in, but now I use the ScribeFire FF extension
for blogging (via WP).
