On my Ubuntu box Gcalctool 5.9.14 is the default
Applications->Accessories->Calculator.  If I pick view->scientific it
does the hex/bin/oct stuff

I bet if I googled, I'd find many online calculators that I wouldn't
need to even install.  In fact you can enter formulas on google's search
box: http://www.google.com/help/calculator.html
