Yes, I do this all the time with servers at work.  If I'm on a
Linux workstation, I use ssh to create a tunnel and VNCviewer for
the remote connection.

For Windows (which was the original question) you can do the same
thing.  Use putty to set up an ssh tunnel, and then use VNCviewer
for the remoter connection.

If you need more details about setting up the tunnel or making
