For starters...when they stop using slave labor.

And on a practical level, when they stop threatening to
go to war with us because the US Navy keeps the Straights
of Malacca (sp?) and other commercial shipping channels
open to all vessels, regardless of flag.

At their general staff college, they've been teaching their
newly-appointed flag officers that they WILL be at war
with us by 2015-2010 timeframe.
