The standard 'mail' command can be used, but if you aren't
running your own SMTP server and need to use an external
SMTP server, then it's better to use nail (aka Heirloom):
http://heirloom.sourceforge.net/mailx.html

I'd use that anyway just because it's an improvement over
the standard mail/mailx in lots of ways.
