Ask me to believe in Santa Claus and the Man in the Moon at the same time, 
will you? The problem lies in too few eyeballs on too much code. They 
still rely on backwards compatibility with ancient applications, so they 
couldn't have strayed too far from the original XP code base. Otherwise, 
proof, please?
