I think you got a very shady person in there sales department when you called.
Either that or the person didn't know what the hell they where talking about.
Either way they where trying to up-sell you, SBC/ATT website even states
that you don't even need there phone service to get the fastest connection.
I read it in the TOS somewhere, I wish I had bookmarked the page.
Just keep in mind that you might not get the lowest price.
They only give the lowest advertised price to people that bundle on as many services as possible.

I am being told by AT&T that I am unable to obtain their faster
services, because we don't have Caller ID, Long Distance and other
bullshit services that we certainly do not want or need.
Our phone is simply for people to call us. All we have is local service,
we do not even have local long distance.
I am considering switching to WOW! Internet, Phone & Cable, as we
already have their cable service and have been happy with it. I am just
not pleased with the idea of having slowdowns due to neighbors hogging
bandwidth. Which is why I prefer DSL.
