Not with the "legal" OS X package -- it's tied to Apple hardware.  I
think that what you are thinking of is OpenDarwin, which was
DELIBERATELY crippled and not-quite-functional -- so much so, in fact,
that they shut the project down. See:

And, yes, Apple is as bad as MS -- in some ways, worse.  As Rob
Landley said at the last Penguicon, "Microsoft is evil and
incompetent.  Apple is MORE dangerous in the long run because they're
evil and competent."
