I would open a console window and use "ping," first targeting IP 
addresses on the LAN, then public IP addresses and then domain names. 
If "ping" works, then the browser may have trouble finding the socket.

If "ping" loses packets, the PC's IP stack may be corrupt. I would 
rebuild it by removing the network card's configuration and 
reconfiguring it again; the most drastic step is to remove the 
network card, reboot, delete the configuration, then re-install it. 
If the last step fails to solve the problem, I would suspect the 
router or the modem. I have seen strange things in networks 
commercial routers and modems, such as working with PC's that have 
even IP addresses, but not odd ones.
