Drew,

Enroute home, I stopped at Murray's autoparts for a brake light,
and while there investigated OBD-II modem availability.

Two years ago, I could find no model under $200 that would read anything
more than trouble codes.

The features have improved, but the prices have risen.

Murray's displayed ~5 Actron models.

The $75 model
    - reads only EPA trouble codes.
    - comes with cable for my car (incompatible with you car)
    o includes integrated display and keypad
    - has no output for palm or laptop

Cables fit for many other car sockets (including one that looks like yours)
are sold separately for $100 apiece.

A few additional models for $100 add specific "manufacturer" trouble codes.

Only the $300 model (Actron CP9145) reported ability to read sensor data
(e.g. MAF).

None had ability to write nor run tests.

Believing you have sufficient soldering capabality,
I think you'd do best to buy a kit.

I've been happy with my kit from http://www.scantool.net/
<IIRC>
     $45 cable
     $15 kit
     ~4hr assembly time
</IIRC>
