[mdlug] PDF reader with markup capabilities

Just to close the loop on this, I found the issue was with security 
settings on the PDF file that prevented me from adding comments/notes.

If the PDF file unencypted, I can add comments and 'Okular' PDF file 
reader allows me to add comments & mark up even on large files.
