[mdlug] PDF reader with markup capabilities

Adobe Acrobat allows you to add your mark-up like comments to existing 
PDF and apparently somehow retains the data for future reading. Not sure 
it keeps it in a separate file referencing the original PDF. It is 
lightweight and quick and you can make some notes as you are reading 
through a document.

LibreOffice (at least version 6.0  I have) seems to have problems 
handling non-Roman characters in extended ASCII which I have in my pdf file.
