[mdlug] System didn’t come back up after a RHEL7 to RHEL8 upgrade - boot loader spec

I found some information about something called boot loader spec.  I'm
thinking that is the root cause of the problem where a system didn’t come
back up after a RHEL7 to RHEL8 upgrade.

A simple update to a config file for grub was needed.  Here is some
