[mdlug] Epson Perfection V39 II Scanner on Ubuntu 18.04

I recall having problems getting my HP scanner to work
on a Centos system.  Long story short:  I had to be root
while searching for it.

Then to ensure permissions were applied correctly on
my system.  Obviously you'll need to adapt this.

lsusb | grep ScanJet   #note vendor and product
add to /lib/udev/rules.d/10-local.rules
ATTRS{idVendor}=="03f0", ATTRS{idProduct}=="1205", MODE="0777"
