This looks like an SVG created with Inkscape or something like it.

It's OK but it could be much better:

* There's something wrong with the penguin's eyes. His right eye looks
  like it comes equipped with a windshield wiper and his left one looks
  like his iris dripped down.

* The wheel rims are disturbingly unround.

* The reflective highlights are so sharp that they look painted on.
  Blur the highlights a little bit and perhaps use a very small
  gradient. You already did this with the car's shadow on the ground,
  just do it with the highlights too.

* The right headlight is so jagged it looks like it was in an accident.

* The radiator grill looks like monstrous jagged teeth. If this is what
  you intended, OK, but you should tone down the bright white on the
  upper teeth. If it isn't what you wanted, it's easy enough to
  duplicate the pattern of almost any real radiator grill.

The graphic as-is is good enough for a website, given that you can
always improve it, but I think it needs significant improvement before
committing it to a T shirt run.
