FYI:
I was able to get the desired behavior... at-will; but I'm still not
exactly sure what specifically was causing the problem - I just know
(now) how to fix it.
A brief back-story:
I downloaded some 1099's from my investment firm as an Excel sheet
(could've opted for .csv, but chose .xls). I opened them in LO Calc,
then copied the relevant cells from the various files into an actual
(new) LO file. Some of the column headers in the new sheet were giving
me this problem.
To 'solve' it, I deleted (Ctl-X) the data in the column (column-header,
and the corresponding data-values), then pasted into an editor that
strips all formatting (Notepad, in this case), then copied THAT from
Notepad back into the worksheet (Ctl-X/Ctl-V). So there must have been
something funky about the original text. This even works 'correctly' in
text that has a Ctl-LF/CR to force a line break within the cell.

I'm having. It SOUNDS like it would work, but it doesn't (not in this
instance.)
However, as I mentioned in the OP, "Optimal" width asks you to select a
width from a pop-up -- I can simply set a column width from right click
on the column header and select "column width" -- without selecting
Optimal anywhere. "Optimal" simply sets a width (at least in my instance).
I just double-clicked on a right border of a column in the column header
row and it set the column to 1 character wide, in spite of all the text
in the first cell. WTH?!?!? Even if I set the optimal width from the
context menu to something very large, then d-c on the right column
border, it STILL sets the width to 1 char wide !!!
However, I do have another sheet where it adjusts as expected
(expanding the column, then double-clicking on the right column-divider
in the column header), without needing to select Optimal Width anywhere.
Random, behavior is NOT a desired behavior !!
There's something else going on here, and I can't find it !!
