Yes, OpenStack is a good choice since it includes
management tools that simpler solutions do not have.
The drawback is that it requires more/better hardware
and it's more difficult to install and configure.
OpenVZ is easy to install, but it has some limitations.
It only supports Linux and individual VMs cannot
make changes to the kernel or use selinux. Despite
these drawbacks, many hosting services use OpenVZ.
KVM is another approach that is very easy to install
and customize. It supports pretty much any OS and
each VM runs its own virtual kernel, allowing custom
kernels and selinux. Another plus is that KVM can
easily import images created for VMWare, HyperV,
and VirtualBox.
Unless you're ready to just jump in to OpenStack,
I'd suggest that you start with KVM. The nice thing
is that you can easily upgrade a KVM system and/or
import your VMs into OpenStack later.
