I just sent a note to the other person who responded. I figured out the problem. The router WIFI was not connecting to the ISP router.
I eliminated the wifi router and connected directly to the ISP router.
Thank you to all who responded.
So, what is the polite way to respond to multiple threads with the same information?

What distro are you running? Ubuntu? Raspbian?
 Did you run `apt-get update` first? Both packages.ubuntu.com and http://www.raspberryconnect.com/raspbian-packages-list/item/80-raspbian-net show that the isc-dhcp-server package exists. Can you paste the exact error from the failure? is it able to find the package and install it and fails at configuring it?
