[mdlug] Proposed By-Laws Changes

Hello All,

There appears to be a gap in the By-Laws regarding elections and 
Board-presence at the meetings, as the elections have not yet been 
finalized. A change to the By-Laws to close this gap is proposed.

Currently the By-Laws state:

    VI. ELECTIONS
         A. MDLUG shall hold an annual election in January, performing
    such business as required herein. The Secretary shall have
    supervision and management of all elections.

As this requires that the Secretary be present to govern the election 
and its process, following is the text for the proposed change for the 
By-Laws:

    VI. ELECTIONS
         A. MDLUG shall hold an annual election in January, performing
    such business as required herein. The Secretary shall have preferred
    supervision and management of all elections. Should the Secretary
    not be present, then any officer of MDLUG excluding the President
    may manage the election.
