Are there any beeps to indicate the problem? If so, do a search on "POST 
beep error codes" and you might find something (look in your motherboard 
manual). I had a similar problem with two beeps and found the video card 
needed to be reseated. Then recently the same computer would not POST 
and I tested my shiny new 1000 watt platinum power supply only to find 
my paper clip test connecting pin 14 to ground yielding nothing (no fan 
spinning) so I had to send the power supply back for repair. When it 
came back repaired I plugged everything in and still no POST by my 
computer server so it has to be the motherboard. I admit I'm an idiot as 
I had plugged this computer into a wall outlet instead of my very 
expensive UPS working on troubleshooting something else a while back. At 
52 after surviving war and cancer twice sometimes I'm not the sharpest 
tool in the shed.

My assumption is a power surge (DTE Energy power is VERY unstable) fried 
them both. I have measured voltages as low as 100 Watts at my house on 
DTE energy supplies. Needless to say if you are getting nothing on the 
monitor or beeps it is either your power supply or motherboard. There 
are kits you can purchase cheaply at Amazon to test both so you don't 
need something like I used such as an expensive multimeter. The paper 
clips test works but the kits are a better investment in your future 
time in computer testing and repair.
