Oh, cool.  I got it to work.

I had to do a reset command then the following command:

sudo hciconfig hci0 leadv

I suppose I can try many more BT 4.0 dongles.  I've tried 3 so far.

The ADAFruit option was not possible since I don't see it for sale locally. My timeframe is this week.

I'm seeing the numbers for TX increasing when I enter the commands:

hciconfig -a hc10
