[mdlug] mdlug irc logger

Hmm.  I'm thinking we should discuss this a bit and then make
a decision.  If I remember correctly, Tony set up #mdlug around
the same time as #smlr, which is for the Sunday Morning Linux
Review podcast.  It was shortly after that when we started the
logbot for each of the channels.

Since #mdlug is for the lug, we can keep or remove its logbot
at the desire of the lug.  What are your thoughts?
