Ah, many HPs have the same problem at well - USB mass storage devices
connected at boot are twitchy things.
You need to come up with some trick to delay or restart USB device
initialization - I can't think of any non-VERY-hacky way to pull that
off. With that hardware I'm afraid what you want is just never going
to work well.
