Everything is secure storage if you encrypt the files first.  That means
having an encryption app at both ends.  You can easily use GPG with any
email client and some have plugins for it (like Thunderbird).  You can also
use S/MIME with a certificate authority, even one you set up yourself.
Getting the users to set strong passwords is the hard part.
