    DNS *NEVER* propogates.  You plan ahead, reduce the TTL/Expire to just 
a couple hours.  Once that *old* TTL has passed, begin your maintenance. 
Sheesh!  I teach this basic stuff every day yet see this mistake over and 
over and over...
