[mdlug] Tar extraction giving "Cannot change ownership" error

Got an installation script that, among other things, extracts a tar file.

On *some* RHEL machines - but not all - we see errors like: "Cannot change ownership to uid BLAH, gid BLAH: Operation not permitted". The script's not being run as root, and I even modified the script to use the "-o" option so it shouldn't even *try* to change the ownership of the extracted files. But we get the errors anyway.

Anyone have a clue what could be happening here?
